The best way is through the publicist, and if they don't have a publicist (not record label publicist), then the manager would be next best. You will want to get permission before sending anything out, and in your email just state in a short email what you are looking to send and why. For example, if you are sending clothing, then explain why you think it'll be a good fit and what your expectations are if any.
