Depending on what you are inquiring about, I think 3-7 days would be a good time to follow up. Make sure to avoid following up on Mondays/Fridays as it can get lost in their inbox.

I would only call them if they have responded to your emails. If you aren't getting a response to your emails, I would review the pitch or formatting of whatever your reaching out to them for. Are you able to provide more information on your reason for contacting the publicist?

Before calling I would advice to follow up with a representative within 3 days from your initial email. They are most likely to respond via email at the moment, since most of them are working remotely due to COVID-19 situation.
