You will want to get in touch their publicist for this. If they don't have a publicist then the manager will be the next best contact.
Basically, you will want to provide them with details about your magazine, like links to past issues, and any audience metrics. If your magazine is brand new then you will want to probably focus first on up and coming artists, and you'll want to provide details about your magazine as well as how you plan on promoting it and the expected reach of it.
