In Hollywood I would go with Snoop, Wiz Khalifa or Mike Tyson. All are already familiar to cannabis enthusiasts & have some sort of business dealings in the cannabis industry which should help bring legitimacy to your brand. I'm assuming your lounge to be on the higher end of things if located in Hollywood. If your lounge isn't a direct competitor to Cookies You could consider someone like Berner as well.
In my opinion Paris Hilton and Snoop dog are amazing fits for this club depending on the demographic because Paris is more of like a EDM and upbeat hype raver artist and Snoop is more of a layed back og west coast rapper and we also Have Wiz Khalifa on the other hand who has amazing videos he’s always posting weed and showing him smoking in his music videos

Just from a publicist standpoint, it would be really good to use a major influencer from Popular social platforms, then work your way up to celeb. Influencers drive A LOT of traffic. This can be less costly as well to do that.

This is a bit too general. There are plenty of celebrities that smoke cannabis and they each cater to different audiences. So it would depend on what demographic that you are trying to target with your cannabis lounge. For example are you trying to cater to:
1. Young and hip audience - Wiz Khalifa, Snoop Dogg, Cardi B
2. More sophisticated audience - Whoopi Goldberg
3. Medicinal users
4. Creatives
Just some ideas but there are plenty of celebs to choose form depending on the demographic you want to target.
