You would actually want to contact the publicist if they have one, and if they don't have a publicist then the manager would be the next best point of contact.
As far as incentivizing guests to be on your podcast, you need to think about the benefit that a celebrity has by being on your podcast. What are important metrics that they care about? Some of the usual metrics, are the size of your audience, of course if you have a big audience then its an opportunity for the celebrity to gain exposure. Lets say that you don't have a big audience yet, then another reason is that you may have a small but very targeted and engaged audience that the celebrity may benefit in reaching. Its true that 90% of the time, celebritys aren't paid to be on podcasts but there are outlets that do pay celebritys to be on the podcast or show. If you are just starting out, and don't have anything to offer, then this could be an option .
