I talked to a manager and we was discussing a contract for app endorsement. He asked for 5 million dollars is that a normal start price rate to negotiate with. I even try negotiation and offered 1.2 million per month, but that was even high. I understand $500k or less but 5 million dollars???

Prices can very based on who the celebrity is, what you are wanting them to do/terms of the deal, and what it is that they would be endorsing. Unfortunately I can't provide any feedback on your deal without knowing more information. Price is all relative, 5 million could be a good deal for some celebrity's, and the opposite for others.
