I offered someone that’s not famous but an influencer 18k for one hour of their time and no response. Followed up with let me know if you have a counter offer in case we need to consider something higher…. nothing. Is this how agents from top companies really do business?

The agent is typically the one who puts together the contract with the terms once they have accepted your offer. How long has it been since you have submitted the offer?
Thanks I wanted a person who’s a great dancer to attend our online dance event. They asked for an offer and specifics. I laid out specifics and offered 18k. Should I have laid this out in a contract instead first or was typing this in an email? Or do you kind of agree on a price and then send contract terms? Thanks for your help
Agents may not respond to an offer for different reasons. Without knowing what you were wanting the influencer to do, and how you formatted the email, its difficult for me to give an opinion on why they didn't respond. Here are some common reasons for agents not responding:
-Poorly formatted email. For example, an email thats really long and provides too much information, or an email that isn't drafted professionally.
Those are just a few common reasons, but its hard to provide more information without knowing what you put in the email along with what you were wanting them to do.
-Not providing specifics.
-Not doing proper research. For example, trying to pitch a celebrity to represent a meat company when they are vegan. Or if your offer doesn't make sense at all for the celebrity, this shows inexperience.
