I have a national non-profit interested in booking Celebrity for Virtual events. Will Celebrity offer discounted booking fee for virtual events and/or pre recorded events?

I imagine that they would, as the costs are not the same. The booking fee will be cheaper in general because there is no travel and accommodations that will be needed.

Also, its going to depend what they will be doing at the virtual event. Is it a virtual performance? if so, that will require them to hire specific people and have things in place to have this set-up for a virtual concert.
